A Dane County judge Friday issued a temporary order blocking implementation of Gov. Scott Walker's controversial measure limiting collective bargaining rights for public employees, saying a legislative committee likely violated the state Open Meetings Law when it rushed passage of the bill March 9.
Dane County Circuit Judge Maryann Sumi issued the order around 10:30 a.m. in a lawsuit brought by Dane County District Attorney Ismael Ozanne.
The ruling bars Secretary of State Doug La Follette from publishing the law, the last step before it can take effect. La Follette had planned to publish the law on March 25, which would cause it to take effect the following day.
Walker, who signed the bill last week, had asked La Follette to publish it sooner. But La Follette said he saw no urgency to move the law ahead and wanted to give legal challenges a chance to run their course.

The Wisconsin Democratic Party has filed a complaint alleging that Republican Gov. Scott Walker's Statehouse meeting with a prominent GOP pollster was illegal because Walker derived political gain from it.
Walker's spokesman Cullen Werwie confirmed the Capitol meeting with pollster Frank Lutz happened Feb. 23, the day after Walker took a call from someone he believed to be billionaire Republican donor David Koch.
The complaint filed Thursday with the state Government Accountability Board says Walker violated state law that prohibits the solicitation of political donations in state buildings and from using his elected position to seek something of value.
Werwie calls the complaint frivolous and says the meeting was legal because it was to discuss the state's economy and not polling or anything else

Walker moves to tighten anti-strike laws

Gov. Scott Walker's collective bargaining bill allows state employees to be fired for three unexcused absences during a state of emergency declared by the governor.
The provision appears to tighten long-standing anti-strike laws, said Peter Davis, general counsel of the Wisconsin Employment Relations Commission.
Public employee strikes or work slow-downs have long been outlawed as long as a "concerted" effort by a group of employees is present, Davis said.
The provision of the new law allows firings for individual actions during an emergency, Davis said.
The governor may declare an emergency for 60 days if there is a "disaster or imminent threat of disaster."

Walker's still calling it a budget repair bill. The budget did NOT need repairing - we were projected to have a surplus at the end of the fiscal year. The situation did not meet the general requirements of a repair bill or a special session (not talking legally here, but just common sense).

But, if this is a budget repair bill, then it should fail the quorum test (not the subject of the lawsuit), in my opinion - if it affects the budget (good or bad), it should require the same level of consideration.

By now everyone should recognize this bill for what it is - anti-poor, anti-public employee, anti-logic. Do we, as a state, need to address a significant difference between expenditures and revenues? Absolutely. But this bill does very little with regard to that. And, I'll ask one more time -- where is the shared sacrifice at the top of the income scale?

It's pathetic that there are so many who think these ideas will effect any significant change in our economy.
